TEHRAN — New satellite imagery shows major construction changes at a hillside site in northern Tehran that open-source intelligence (OSINT) researchers have linked to underground infrastructure associated with Iran’s Supreme National Security Council (SNSC).
The imagery, released by Mahsa Alert in cooperation with satellite mapping platform Soar Atlas, shows extensive earthworks and two large openings cut into the hillside. Mahsa Alert has assessed the openings as tunnel portals, although their exact function and connection to Iranian security infrastructure have not been independently confirmed.
The site is located north of Chitgar in western Tehran. A comparison of earlier and newer imagery shows that a structure previously resembling a villa at the location has been replaced by the two large openings.

Part of Iran’s underground infrastructure
Mahsa Alert assesses the site as part of a broader network of underground infrastructure associated with Iran’s senior security and political leadership. The findings are part of the group’s ongoing investigation into underground command-and-control facilities linked to Iranian authorities.
The latest development follows Mahsa Alert’s August 2026 report on the “Habib Ebrahimi” underground complex near the Supreme Leader’s compound in central Tehran. That reconstruction reportedly identified a network extending about five kilometers, reaching depths of up to 50 meters, with at least seven entry portals beneath civilian infrastructure.
The newly identified hillside site is separate from the Habib Ebrahimi complex. The available imagery shows significant engineering activity, but does not independently establish the site's precise role or operational status.
SNSC connection remains unconfirmed
The Supreme National Security Council is Iran’s highest national security body. It is chaired by the president and includes senior officials responsible for defense and security policy. Mohsen Rezaee was appointed its secretary in August 2026.
Soar Atlas has made the satellite imagery available for public examination, allowing researchers to review the changes directly.
