KYIV — Ukraine’s Defence Intelligence Directorate (DIU) has published data on 155 enterprises that are part of or managed by Russia’s state-owned Ruselectronics holding. The information appears in the “Aggressor’s Military-Industrial Complex” section of the War & Sanctions portal.
Ruselectronics operates under Russia’s state-owned Rostec corporation and brings together specialized manufacturers and research organizations across Russia. Its enterprises develop and produce radio-electronic components, communications and automated control systems, robotic complexes, microwave electronics, computing equipment and telecommunications equipment.
According to the DIU, products from these companies are used in Russian ballistic and cruise missiles, UAVs, electronic warfare systems, military vehicles, radar systems and aviation communication systems.
Links to Russian Missiles
The DIU identified several Ruselectronics enterprises involved in components for the 9M723 missile used by the Iskander-M system and the 3M22 Zircon missile.
- JSC Scientific Research Institute GIRICOND manufactures precision potentiometers used in Zircon missiles.
- JSC Scientific Research Center of Electronic Computing Technology (NICEVT) supplies flight data processing units used in Iskander ballistic missiles.
- JSC Scientific and Production Enterprise INTEGRAL-V produces pulse and heating transformers used in 9M723 missiles.
The DIU said nearly half of the 155 enterprises in the published Ruselectronics list remain outside sanctions imposed by countries in the international sanctions coalition.
The intelligence agency also said sanctions against companies such as GIRICOND and NICEVT have had limited impact on the overall production volumes of the related missiles, highlighting the need for stronger monitoring and enforcement of existing restrictions.
Foreign Technology in Russian Weapons
The DIU has also raised concerns about foreign technology reaching Russia’s defense industry through intermediaries. In a related finding, Ukrainian specialists identified an NVIDIA Jetson Orin computing module, marked TE980M-A1 S TW 2510A1 SNVUP6 MOP TE980-AT, inside Russia’s S-71M Monochrom air-launched cruise missile. The discovery was documented in a photograph dated August 12, 2026 .
Ukraine’s intelligence service is calling on partner countries to strengthen accountability for sanctions violations and improve end-user verification. It says equipment, software, electronic components and critical raw materials must be more closely monitored to prevent them from reaching Russia’s defense industry through foreign intermediaries.
